Difference from Withholding Slip

The difference between the taxation certificate and withholding slip is the issuing authority of the document.
The withholding slip  is a document issued by the company, and the taxation certificate is a document issued by the country.

Some people think that not only a tax certificate but also a withholding slip is acceptable as a material to confirm the income of the applicant.
However, since the documents issued by the company may have been tampered with, it is decided to submit a tax certificate instead of a withholding slip.

What is a tax exemption certificate?

As opposed to a taxation certificate indicating how much tax was imposed, it is a certificate indicating that it is not taxed.
It is often used to prove that there is no annual income or that it is unemployed.

What is a tax payment certificate?

It is a document to prove the fact that we pay taxed taxes properly.

How to obtain a taxation and tax payment certificate in Japan

There are 3 ways to get it.

1. Directly Request

When you go to government office, you need to have an residence card.
And you need to go to the government office that manages the area that you lived on January 1st.
For example, if you live in Shinagawa-ku, Tokyo on January 1, 2017 and move to Bunkyo-ku, Tokyo in June, Bunkyo-ku government office will not issue a taxation and tax payment certificate. For the period until June 2018, you need to go to the Shinagawa-ku goveronment office for requesting this documents.

In case you request on behalf, a power of attorney is required.

2. Request by Mail

Since necessary documents and fees vary depending on the government office, please try searching on the Internet.

1. Application form
2. Postal money order with fixed amount
3. Return envelope
4. Copy of Residence card

Notes on acquisition

1. Taxation · Tax payment certificate can be issued by only one government office

As mentioned above, it will only be issued at the government office that manages the area that lived as of January 1st .
Those who move in the middle of the fiscal year, be sure to pay attention to this point.

2. Basically, get the latest certificate

It is OK if you acquire the latest Taxation · Tax payment certificate.
I think that it may be a bit frustrating about the relationship between the fiscal year and the certification period, so I will explain.

For example, if you apply for a spouse visa on October 1, 2017, a taxation / tax payment certificate on 2016/1/1 – 2016/12/31 is required.
The certificate of 2017 certifies the tax amount / tax payment amount in January 2016 to December 2016

In other words , the taxation / tax payment certificate for (XXXX) year proves about the period of (XXXX-1)/1/1 — (XXXX-1)/12/31 .

3. Issuance of the taxation / tax payment certificate for the latest year is not January 1

Taxation and tax payment certificate varies depending on tax collection method and government office, but it is not possible to obtain certificate of latest year unless it is after June every year.

For example, if you apply for a spouse visa in April 2017, you can not acquire the taxation / tax payment certificate of 2017 that indicates the period of 2016 /1/1-  2016/12/31. So, it is necessary to obtain and submit a taxation / tax payment certificate of 2016 that indicates the period of 2015/1/1 – 2015/12/31.
